The California State Water Resources Control Board regulates water quality by overseeing "wastewater discharges to surface water (rivers, ocean, etc.) and to groundwater (via land)," as well as "storm water discharges from construction, industrial, and municipal activities," and "discharges from irrigated agriculture." Their programs include "Biosolids, Cannabis Cultivation, Dredge/Fill (401) Wetlands, Drinking Water Systems, Irrigated Lands, Land Disposal (landfills, waste piles, etc.), Non-subchapter 15 (WDR),National Pollutant Discharge Elimination System (NPDES) (surface water), Recycled Water, Sanitary Sewer Overflows (SSO), Storm Water, and Timber Harvest." They also maintain and update "compilations of various laws" and regulations, advising that "you should consult the official version of the California Code or the United States Code if in doubt." The Division of Financial Assistance (DFA) administers "loan and grant funding for construction of drinking water treatment and distribution systems, municipal sewage conveyance and treatment systems; water recycling facilities; remediation for underground storage tank releases and groundwater contamination," among other services, and oversees "the certification of all wastewater treatment plant and drinking water treatment plant and distribution system operators in California."
