Parish council, without discussion, aproves 30-year lease with Baker-Heritage Quality Hosiery (Hickory, N.C.); would bring nearly 200 new jobs to St. John the Baptist Parish; company would open expansion plant in April 1993 in a parish owned facility on land in Port of South Louisiana's Globalplex industrial complex in Reserve; parish will finance construction of facility with $800,000 in local economic development money and $2 million in state funds
