Astrophysics is a discipline that has a lot to do with environmental justice, even if it doesn’t look like so. Astrophysics research nowadays involves both large cutting-edge infrastructures and a great number of people and institutions, usually at international level. Most of these projects require to be placed in very specific environments, which are not very common on our planet, to function in the best conditions. The territories chosen to host large facilities for astrophysics, as remote as they can be, are not empty. In most cases, they are inhabited (or regularly frequented) by people who are not always involved in the decision process and may see the construction as an invasion of lands they have owned or occupied for centuries. In this context, we believe that what pulls people away from environmental justice advocacy, especially those who do not live in or near these territories, is the lack of information and awareness about this topic, which may cause strongly polarized opinions and harshful discussions on the topic. To try to fill this gap, as science communicators we decided to develop a game-based activity which fosters the debate about this connection. Among our inspirations is the struggle of the protectors of Mauna a Wākea, on the Big Island of Hawai‘i. The mountaintop is a sacred place for Native Hawaiians, who have been fighting to protect their ancestral land from the construction of the Thirty Meter Telescope (TMT). There are many other examples of large astronomical infrastructures and their impact on territories, including in our own country (Italy), some more virtuous than others, that show how the Astrophysics research world is strongly connected to environmental justice. For this activity, we chose the Creative Commons PlayDecide format, which aims to facilitate simple, respectful and fact-based group discussions. The game consists of a different set of cards containing facts about the topic, issues for different interest groups and personal stories of fictional individuals who are involved or affected by the topic. By telling the stories of different characters involved in this kind of situation, we aim to enlarge the debate, fostering the change of perspective of players. We wish that many people around the world download and use the game, either during public outreach activities with schools and the general public or as a self-awareness exercise within the astronomical community. The game does not refer to a specific facility, but we researched study cases related to astronomical observatories in sites such as Mauna a Wākea (Hawaiʻi), Kitt Peak and Mount Graham (Arizona), the Sardinia Radio Telescope in Italy as well as ongoing projects such as the SKA Observatory in South Africa and Australia. In particular, for the story cards, we strived to provide a balance in terms of gender and affected communities, trying as much as we could to avoid stereotypes, in the awareness that we, as the authors of the activity, are a group of white, female astronomers from a G7 country.

Emerging technologies are increasingly being sought as interventions to intractable environmental and public health issues that promise to intensify on our warming planet. Genetically engineered mosquitoes could curb the impacts of mosquito-borne diseases like malaria and dengue. Solar geoengineering could use cloud thinning or aerosol scattering to reflect sunlight back into space and cool the planet. Adequate regulatory and governance mechanisms do not yet exist for these technologies, the impacts of which span international boundaries, and have the power to irreversibly alter environments. There is wide recognition from national and international bodies that decision-making processes surrounding these technologies must engage local and Indigenous communities whose lands and resources would be impacted by their trial and deployment. In response, public, community, and stakeholder “engagement” has taken center stage in the discourse on emerging environmental technology governance. Scientists and technologists are now compelled to engage publics and communities, as they recognize that some form of engagement or authorization will be requisite to the application of their technologies outside the laboratory. The language of participatory engagement abounds in scientific and governance literature on environmental technologies. These texts espouse the importance of co-design, relationship-building, shared decision-making, and mutual learning, and recognize the uneven power relations in which environmental decisions have historically been made. Yet, emergent practices of engagement leave much to be desired in terms of realizing their stated aspirations. Deficit model approaches frame publics and communities primarily as “lay people” needing to be educated before weighing in on decisions. In my fieldwork on one Pacific island where genetically modified mosquitoes are being considered for endangered bird conservation, I observed a focus group in a market research firm in which local and Indigenous residents were tested on their knowledge of invasive species biology and asked to rank radio advertisements and slogans about the modified mosquitoes. The conflation of engagement with marketing strategies and public relations campaigns prioritize the management of public perception over genuine dialogue or mutual learning. In theory, all the interest in engagement promises to open up meaningful possibilities for local and Indigenous communities to realize their rights to self-determination. In practice, strategic and instrumental approaches instead subdue opposition and manufacture consent. Legal mechanisms are needed to codify Indigenous rights in decision-making processes. Alternative approaches are needed that widen the focus beyond a single technofix to let communities define environmental challenges and collectively imagine solutions. Opposition should be read not as a barrier but as a generative site for inquiry, as often it is not the technology itself being refused but the exclusionary processes that surround its use. The most just solutions are likely to emerge from those very refusals.

INGREDIENTS

2 cups flour

3⁄4 cup water

1 tablespoon shortening

1⁄2 teaspoon salt

DIRECTIONS

1. Preheat oven to 400 degrees F.

2. Mix all ingredients together.

3. Turn onto a floured board and knead for five minutes.

4. Let dough rest for 10 minutes.

5. Roll out half of the dough to 1/4 inch thick.

6. Use the rim of a cup or bowl cut out 12 circles, each about 3" across.

7. Use a fork to prick the center of the circle a few times.

8. Arrange on 2 baking sheets and bake for 15 minutes.

9. Turn oven off and leave crackers in oven until completely cool.

In the context of panel 37, “Sensory methods for planetary survival,” I will offer a “tiny workshop” focused on Saloon Pilot Crackers, a form of hardtack manufactured in Honolulu by Diamond Bakery. This tasting is part of a multi-year arts-led project called Tasting History: Biscuits, Culture, and National Identity, takes taste as a research method for uncovering how ancient military rations cut across socioeconomic divides to become staples of mainstream diets. Diamond Bakery’s recipe uses lard to soften hardtack, also known as ship’s biscuits, army biscuits, cabin bread, kanpan, sea bread, and a host of other names. Hidegoro Murai, Kikutaro Hiruya and Natsu Muramoto founded Diamond Bakery in 1921. Several pilot cracker manufacturers have ceased production in recent years, including Nabisco’s Crown Pilot and Hilo Macaroni Factory’s pilot cracker. Diamond Bakery’s crackers are special, a little bit rare even. Hardtack arrived in Hawai’i with whaling and missionary ships. Saloon Pilot crackers carry material relations of multispecies environmental injustices experienced in these contexts. Crackers are also delicious and beloved, widely consumed, and adapted to cuisines around the world. Pilot Crackers are a site of everyday pleasures—for example, eating the crackers with guava jelly and condensed milk, or, as the author of the above recipe recounts, a childhood memory: “My parents would break the plain cracker up into a cup of coffee and milk and have it for breakfast.” Pilot Crackers are land and sea, whale and harpoon, they are more and more difficult to find and eat. They form digestive networks, following what Parama Roy describes as “the logic of permeability rather than of inviolability that often marks the workings of an alimentary order” (20). Writing about poi, Hi’ilei Julia Hobart describes the difference between tasting and thinking with the mouth and tasting and thinking with the stomach, finding that when eaters “think with their mouths, not their stomachs, …they consume a food rather than enact a genealogical connection” (143). Hobart’s distinction between consuming a food through the mouth versus enacting a genealogical connection through the stomach could model the how environmental justice might taste. Hardtack, often positioned as a bland and unremarkable substrate for other foods, has the capacity to juxtapose cultural practices of food and eating with genealogies and histories of injustice that can be tasted, felt, and digested.

Lozi people living on the vast Zambezi (Barotse/Bulozi) floodplain in Western Province, Zambia, are experienced agriculturalists long adapted to seasonal patterns of flooding and drought. Compounded histories of colonialism, administrative disenfranchisement and neglect, extractive activities, and the concomitant reduction of territory and authority have impoverished the regional ecology and people. Increased climatic variability and other ecological challenges threaten Lozi ways of life, crops, and biodiversity more generally. Fish stock depletion is a major challenge reportedly partially caused by chemical contamination from insecticide treated mosquito nets used for fishing, other poison-based fishing methods, and from a Canadian mining company’s activities there. A Chinese construction company that built the bridge spanning the floodplain reportedly cultivated shrimp and snail species that threaten native fish populations. While seasonal fish bans are in place, their timing does not always correspond with traditional bans, and increased hunger (along with the impossibility of enforcement) renders such bans ineffective. In addition, some fish species have disappeared altogether. Biodiversity losses, which include water serpents deemed to be responsible for maintaining the structural integrity of the river, impact biopolitical life, cultural heritage and TEK. Appeals to UNESCO for Heritage status and WWF projects are underway and may confer some protection, however local suspicion remains due to prior agreement violations (with other bodies).

Despite the current level of development of communications, which has managed to connect distant geographies in high quality of image and sound, the possibility of traveling and seeing people and places is still an amazing experience. It is therefore not surprising that, despite the crisis that the aviation and tourism industry experienced during the COVID-19 pandemic, the number of flights has increased today. However, these trends are in contrast to the climate crisis scenario in which air mobility appears as one of the main contributors to greenhouse gas emissions. It is therefore worth asking, what factors sustain this scenario and invite us to continue to prefer aircraft as a means of transportation? While the reasons for traveling are multiple, there is one central element: the fascination that exists behind travel. This fascination seems to be a constituent part of the human being, driven by the desire to overcome our limitations and soar through the skies in search of new latitudes. But this fascination is also driven through a collective imaginary that has been built and sustained, starting with the story of Icarus and Daedalus, and continued with countless references in popular culture that make us look to the skies and let ourselves be carried away by those desires to have wings and fly. Something that is even deeper in a country like Chile and in a city like Santiago, so far from the rest of the world and flanked by the Andes Mountains, where flying seems to be the only way to expand our borders. It is this imaginary, which seems to raise few controversies in the country, that faces the future that the aviation industry offers us, one that promises to populate our skies with different types of flying artifacts, in an image that however does not seem alien, since it has been fueled by science fiction, becoming established as the obvious path to follow. In the face of this scenario, one of the biggest questions that arises is how this reconfiguration of the skies that the aviation industry promises will be inserted within a climate crisis scenario like the one we live in, in which phenomena such as the change in the migratory patterns of birds appears as a real danger to this imaginary and that already worries the world of aviation. These are the questions that hide an imaginary as powerful as the one that the image I have chosen suggests, and in whose development Chile and its hydrogen have a lot to say and a lot to reflect on.
