Preliminary impact statement for Formosa notes that it would adversely affect tourism, traffic, and the environment, but that intrustion would be minimized by buffer zones and environmental guidelines; via a FOIA, consortium of environmental groups obtained copy of preliminary draft composed by Walk-Haydel & Associates; Sierra Club called press conference to discuss their concerns (among which study doesn't say what chemicals plants will release into the air and that might discharge chloroform and dioxin); Formosa plans to renovate Whitney and open to public
