"The Department of Toxic Substances Control’s (DTSC) Enforcement and Emergency Response Division (EERD) is committed to the continuing support of effective public engagement practices to ensure opportunities for participation in DTSC’s decisionmaking processes. ‌EERD acts as an accountability office for all programs within DTSC but specifically plays an important role in CUPAs. EERD is responsible for ensuring that programs maintain transparency and communicate with residents. In the CUPA program this i s one of the most important functions so EERD plays a big role in ensuring CUPAs operate properly.
